Libertyville purchases its municipal drinking water from the Central Lake County Joint Action Water Agency, or CLCJAWA. Lake Michigan is CLCJAWA’s sole water source.
The water is treated at the Paul M. Neal Water Treatment Facility in Lake Bluff. The 2025 report describes a multi-step process that includes ozone, coagulation, activated-carbon and fine-sand filtration, ultraviolet treatment, chlorine, fluoride, and phosphate for corrosion control.

For copper, the 90th-percentile result was 0.137 parts per million, below the 1.3-parts-per-million action level, and no sites exceeded the action level.
The report also includes a separate monitoring and public-notice issue involving PCBs and a backup well. The notice lists a “Monitoring, Routine Major” violation covering January 1, 2023, through December 31, 2025. It explains that the annual report did not adequately inform customers about the issue. The corrective-action statement says all testing was completed, one laboratory sample was not tested, the affected source was a backup well that was not in use, all other samples were negative, and there was no impact on residents’ drinking water.
CLCJAWA uses chlorine to protect water as it moves through the distribution system. The 2025 report lists a chlorine range of 0.7 to 1 part per million and a highest level of 0.9 parts per million. The maximum residual disinfectant level was 4 parts per million, and the result was reported in compliance.
Because chlorine is part of the municipal treatment process, some customers may notice a disinfectant-related taste or odor. The report does not state how frequently this occurs or describe its intensity.
The report also includes turbidity results, which measure water clarity and help indicate filtration performance. One hundred percent of samples met the monthly 0.3 NTU requirement, and the highest single measurement was 0.054 NTU, below the 1 NTU treatment-technique limit.
