Local Water Quality Information for Libertyville Residents

Libertyville purchases its municipal drinking water from the Central Lake County Joint Action Water Agency, or CLCJAWA. Lake Michigan is CLCJAWA’s sole water source.

The water is treated at the Paul M. Neal Water Treatment Facility in Lake Bluff. The 2025 report describes a multi-step process that includes ozone, coagulation, activated-carbon and fine-sand filtration, ultraviolet treatment, chlorine, fluoride, and phosphate for corrosion control.

CLCJAWA distributes the treated water through more than 50 miles of transmission main. Libertyville then delivers it through approximately 125 miles of local water main. The Village system includes five storage tanks with a total capacity of 4.1 million gallons, approximately 1,295 operating valves, and about 1,500 fire hydrants. The report states that Libertyville provides an average of approximately 2 million gallons of water per day to customers.

The 2025 report states that Libertyville’s domestic water supplier, CLCJAWA, maintained compliance with applicable state and federal drinking-water regulations. It also states that regulated contaminants were within allowable limits.

The regulated-contaminant table lists results as in compliance for total coliform bacteria, E. coli, turbidity, nitrate, barium, chromium, combined radium, haloacetic acids, total trihalomethanes, bromate, chlorine, fluoride, sodium, lead, and copper.

For lead, the 2025 90th-percentile result was 8.4 parts per billion, below the 15-parts-per-billion action level. No sites were reported over the action level, although individual samples ranged from 0 to 22.5 parts per billion. Because compliance is based on the applicable 90th-percentile calculation, an individual result above 15 parts per billion does not by itself establish a systemwide action-level exceedance.

For copper, the 90th-percentile result was 0.137 parts per million, below the 1.3-parts-per-million action level, and no sites exceeded the action level.

The report also includes a separate monitoring and public-notice issue involving PCBs and a backup well. The notice lists a “Monitoring, Routine Major” violation covering January 1, 2023, through December 31, 2025. It explains that the annual report did not adequately inform customers about the issue. The corrective-action statement says all testing was completed, one laboratory sample was not tested, the affected source was a backup well that was not in use, all other samples were negative, and there was no impact on residents’ drinking water.

CLCJAWA uses chlorine to protect water as it moves through the distribution system. The 2025 report lists a chlorine range of 0.7 to 1 part per million and a highest level of 0.9 parts per million. The maximum residual disinfectant level was 4 parts per million, and the result was reported in compliance.

Because chlorine is part of the municipal treatment process, some customers may notice a disinfectant-related taste or odor. The report does not state how frequently this occurs or describe its intensity.

The report also includes turbidity results, which measure water clarity and help indicate filtration performance. One hundred percent of samples met the monthly 0.3 NTU requirement, and the highest single measurement was 0.054 NTU, below the 1 NTU treatment-technique limit. Both results were reported in compliance.

The report does not provide enough information to support city-specific claims about hardness, routine discoloration, or cloudiness.

The Illinois EPA considers surface-water sources susceptible to potential contamination. CLCJAWA’s Lake Michigan intake is rated moderately sensitive. The report states that no potential contamination sources were identified within the intake’s critical assessment zone, although land use, storm-sewer outfalls, and nearby pumping stations contribute to source-water susceptibility.

Lead can enter drinking water through service lines, fixtures, and household plumbing. The report advises residents to identify and remove lead-containing materials where present, flush stagnant water before drinking, consider a properly certified lead-reduction filter, and request testing when concerned.

CLCJAWA has monitored PFAS since 2008. The latest table lists:

  • PFOA at 2.5 parts per trillion, compared with an MCL of 4 parts per trillion
  • PFOS at 2.4 parts per trillion, compared with an MCL of 4 parts per trillion
  • PFBA at 2.1 parts per trillion, identified as not regulated

The report classifies PFOA and PFOS as in compliance. It also states that separate 2024 UCMR monitoring for 29 PFAS compounds and lithium found none at or above the applicable minimum reporting levels. These findings come from different monitoring programs and should not be treated as contradictory.

The report further advises immunocompromised people, some older adults, infants, and others who may be particularly vulnerable to microbial contaminants to consult their healthcare providers.

Important Note: The information above is based on the Village of Libertyville and CLCJAWA 2025 Water Quality Report. According to the report, CLCJAWA maintained compliance with applicable state and federal drinking-water regulations, and the listed regulated contaminants were within allowable limits.

The report also includes a monitoring and public-notice violation related to PCB testing and a backup well. The Village states that the backup well was not in use, all other samples returned negative results, testing was completed, and there was no impact on residents’ drinking water.

Detected contaminants, action levels, maximum contaminant levels, monitoring violations, non-regulated compounds, and independent health-based guidelines are different measures and should not be treated as interchangeable.

Water-quality conditions, treatment methods, testing results, service-line information, backup-source status, and regulatory requirements may change. Conditions within an individual property’s plumbing may also affect water at the tap. Residents seeking current information should contact Libertyville Public Works, CLCJAWA, or review the latest Consumer Confidence Report.

Libertyville municipal water is separate from the premium purified water delivered by Verde Springs. Verde Springs does not deliver municipal water and does not sell spring water.

What This Means for Libertyville Residents

Libertyville’s 2025 report states that its Lake Michigan municipal water supply met applicable state and federal requirements and that regulated contaminants remained within allowable limits. The water is treated through a multi-step process before entering Libertyville’s local storage and distribution system.

The report also provides important context. Lead and copper were below their systemwide action levels, although one or more individual lead samples were higher than 15 parts per billion. PFAS compounds were detected at low parts-per-trillion levels below the federal MCLs listed in the report. The report also discloses a monitoring and public-notice violation associated with a backup well that was not in service; the Village states there was no impact on residents’ drinking water.

Verde Springs is independent of Libertyville’s municipal system. Customers may choose premium purified water delivery for taste preference, presentation, bottle selection, convenience, and dependable local service. Imported Italian glass bottles offer an elevated option, while 5-Gallon PET Bottles support higher-volume residential and commercial use.
