Lake Bluff purchases its municipal drinking water from the Central Lake County Joint Action Water Agency, or CLCJAWA. Lake Michigan is CLCJAWA’s sole water source.
The water is treated at the Paul M. Neal Water Treatment Facility in Lake Bluff. The process described in the 2024 report includes ozone treatment, coagulation, activated-carbon and fine-sand filtration, ultraviolet disinfection, chlorine for distribution-system protection, fluoride, and phosphate for corrosion control.
After treatment, CLCJAWA delivers water to Lake Bluff’s municipal system. The water enters the Village through a one-million-gallon elevated tank along Illinois Route 176 and is distributed through approximately 39 miles of cast-iron and ductile-iron water mains. The report lists the detected regulated contaminants as being in compliance, including total coliform bacteria, E. coli, turbidity, nitrate, barium, combined radium, haloacetic acids, total trihalomethanes, bromate, chlorine, fluoride, sodium, lead, and copper.
For lead, the most recent results shown in the report were from 2023. The 90th-percentile result was 5.4 parts per billion, below the 15-parts-per-billion action level. One site exceeded the action level, with individual results ranging from below 1 to 19 parts per billion. The report classified the system as in compliance.

CLCJAWA uses chlorine to help protect water as it moves through the distribution system. The maximum residual disinfectant level was 4 parts per million, and the system was in compliance.
